I figured out how to achieve this in the end. When I connected the Bafang Configuration Tool to my motor it successfully read out the current settings. Confusingly, the speed limits for all assist levels were set to 100%. 100% of what? It turns out these limits are a percentage of the speed limit set by the HMI Display, which was hard-coded to 25km/h. Without the Bafang Besst adapter and software there is no way to change this setting on my HMI (due to an OEM locking it down).
After trawling through the Bafang Configuration Tool for a while I found a setting on the second page (Pedal Assist) for Speed Limit, which was set to "By Display's Command". This settings could be changed from this value to any valid limit up to 40km/h. When I did so and wrote it back to my motor, my bike was suddenly able to assist up to whatever speed I set. The HMI still shows 25km/h as the limit in its settings, but the motor will happily keep delivering power right up to 32km/h (my new limit).
